Responsibilities

Image of a mural entitled My Hopes My FutureLOMOD in partnership with Contract Management Services (CMS), a division of the Bremerton Housing Authority, manages Section 8 Project Based portfolio in ten Southern California counties. The Project-Based Contract Administration (PBCA) duties of the organization include releasing Housing Assistance Payments for the units under its contract. Specifically, LOMOD is responsible for the following key functions:

  • Conduct annual management and occupancy reviews (MORs)
  • Respond to resident concerns and health and safety violations
  • Respond to 1st level appeals on review ratings and rent increases
  • Release payments to owners

CMS performs other key PBCA tasks, including the following:

  • Review owner requests for payments
  • Transmit payment data to HUD systems
  • Process rent increase and contract renewal requests
  • Prepare payment requests for bank processing

Since 2003, LA LOMOD has provided oversight of HAP contracts for Section 8 projects in accordance with HUD regulations and requirements for the Southern California Section 8 project-based portfolio.  Through comprehensive oversight and quality assurance, LOMOD ensures the performance of all contract administration tasks. LOMOD’s current portfolio includes 737 property contracts equaling 45,873 units of affordable housing.

LOMOD continues to assist owners and agents in understanding and complying with the various and complex federal housing regulations applied to their respective properties.
